Buzz over Higgs boson hits new heights

Has the Higgs boson finally been detected? It's almost gotten to the point that if a discovery of some sort doesn't come out of next week's update on the multibillion-dollar subatomic search, it'll be a big surprise. But how far will the announcement go, and what will it mean for the future of physics?

To refresh your memory, the Higgs boson is the only fundamental subatomic particle predicted by theory but not yet detected. It's thought to play a role in endowing some particles, such as the W and Z boson, with mass ... while leaving other particles, such as the photon, massless. The Higgs mechanism, proposed by British physicist Peter Higgs and others in the 1960s, could have played a role in electroweak symmetry breaking, which was a key event in the rise of the universe as we know it.


The Higgs boson is so key to the current understanding of fundamental physics that Nobel-winning scientist Leon Lederman nicknamed it the "God Particle"?? a term that has been making other physicists wince ever since. Another religion-tinged cliche would be to call it the "holy grail of particle physics," as CERN physicist John Ellis has. He says finding the Higgs is a key goal for the $10 billion Large Hadron Collider.

"That's one thing that we're really looking forward to with the LHC," Ellis told me five years ago. "In fact, back when we persuaded the politicians to stump up the money to build the thing, that's probably what we told them."

Last December, the teams reported that they saw "tantalizing hints" of the Higgs' existence at a mass of around 125 billion electron volts, or 125 GeV. But the confidence in those results was not yet high enough to claim a discovery.?Now the teams behind the collider's CMS and ATLAS experiments have collected higher piles of data, at higher energy levels, sparking higher expectations.

The 5-sigma fetish
When physicists talk about their confidence, they talk in terms of statistical "sigma" levels. The higher the sigma, the less likely that the results are just a fluke. In particle physics, 3 sigma constitutes strong evidence, but it takes 5 sigma to accept the results as a discovery. At the 5-sigma level, statisticians say there's roughly one chance out of 3 million that you're leaping to the wrong conclusion, as opposed to a 1-in-1,000 chance at the 3-sigma level.?That distinction makes a big difference when you're sifting through billions upon billions of proton-on-proton collision reports.

Last year, the best that the LHC teams could do was 3.6 sigma for ATLAS, and 2.6 for CMS. Now physicists are looking for a 5.

For three weeks, the teams have been running the numbers on their experimental results in secret, so as to avoid any chance that one analysis will influence the other. Their results are to be announced during a presentation at the CERN nuclear research center in Geneva, which will be webcast starting at 9 a.m. CEST (3 a.m. ET) on July 4. Although no official word has leaked out, the unofficial word is that someone looking for a discovery could get to the magic number.

"Reports from the experiments indicate that at least one of them, if not both, will reach the 5 sigma level of significance for the Higgs signal, when they combine 2011 and 2012 data and the most sensitive channel. So, this will definitely be the long-awaited Higgs discovery announcement, and party time for HEP [high-energy physics] physicists," Columbia mathematician Peter Woit wrote on his Not Even Wrong blog a week ago.

Since then, other physicist-bloggers have been fine-tuning the expectations. Here's a selection:

  • On the Resonaances blog, physicist Adam Falkowski (a.k.a. Jester) has a countdown clock ticking toward the Higgs discovery. "It is not clear, at least to me, if either of the two experiments will pass the 5-sigma fetish. But it does not really matter. ... What's going to change next Wednesday is that the status of the Higgs will be upgraded from 'almost certain' to 'beyond reasonable doubt.'"
  • On Quantum Diaries, Southern Methodist University physicist Aidan Randle-Conde advises against trying to combine the data from the two teams to get to 5 sigma. "With all this pressure to get as much out of the data as possible, it's tempting to move too quickly and do what we can to get a discovery, but now is not the time to rush things," he writes.
  • On the?ViXra Log, Philip Gibbs says that when CERN's researchers report their progress, "it is likely that the main question they are investigating will switch from 'Is there a Higgs Boson?' to 'Is it the Standard Model Higgs boson?'"
  • On a blog titled "Of Particular Significance,"?Rutgers physicist Matt Strassler advises caution,?but also suggests getting "the cases of champagne ready, in case the time has finally come to pop the corks." He points out that a discovery announcement would by no means be the end of the story. "Even if we see strong evidence of a Higgs-like particle ... the correct understanding of that particle?? in particular, determining whether it is or isn't a 'simplest Higgs'?? may take years."
  • As we approach H-Hour, you can expect to hear more via all these outlets as well as other blogs such as Cosmic Variance?and "A Quantum Diaries Survivor."

Hedging on the Higgs
What Strassler and Gibbs are saying is important: Technically speaking, CERN is unlikely to announce that the Higgs boson has been definitively discovered. It's more likely that physicists will talk about a new particle that has a signature consistent with the Higgs but has to be investigated further.

CERN hinted at that approach last week in the news release announcing Wednesday's webcast. "It's a bit like spotting a familiar face from afar," said the center's director general, Rolf Heuer. "Sometimes you need closer inspection to find out whether it's really your best friend, or actually your best friend's twin."

Gigi Rolandi, a senior research physicist at CERN, used a similar analogy in a video released this week, referring to crops of corn (which he calls maize, as most Europeans do), wheat (which he calls corn) and poppy flowers. Some particles are as easy to spot as a red poppy in a wheat field, he said. But not the Higgs.?"The search for the Higgs is more similar to looking for a single plant of maize among many, many corn plants, than looking for a poppy among the corn," he said.

We'll get a foretaste of Wednesday's proceedings on Monday, when Fermilab is due to provide its final update on the Higgs boson search, based on the full set of data from the now-closed Tevatron. Will Fermilab try to steal some of CERN's thunder, at least for a couple of days? Stay tuned....

Lagat, Rupp put on quite a show at track trials

EUGENE, Ore. (AP) ? For a night, the talk at the track wasn't on the controversy surrounding the women's 100.

Instead, the buzz was on a 5,000-meter race between Galen Rupp and Bernard Lagat.

The youthful Rupp used a late surge to outkick the 37-year-old Lagat to the finish line on Thursday night at Olympic track trials.

Rupp pumped his fist over and over after finally beating Lagat.

Along with the win, Rupp also broke a nearly 40-year-old meet record with his time of 13 minutes, 22.76 seconds.

Not just any record, either, but a hallowed one that belonged to the late Steve Prefontaine, a legend around these parts after he rose to power at Hayward Field.

This was quite a night for the former Oregon Duck runner. It's turning into a memorable trials, too, as Rupp also won the 10,000 last week.

"I couldn't be more happy with how the meet went for me here," said Rupp, who is planning to run in both events at the London Games. "I knew this was going to be the hard one."

It was a rather easy night for the two sprinters involved in the 100 flap.

Hardly even working up a sweat, Allyson Felix cruised through her heat in the 200 meters. Taking the track minutes later, Jeneba Tarmoh looked just as in control and every bit as dominant.

If controversy was weighing the training partners down, they hardly showed it on the track.

Five days ago, Felix and Tarmoh crossed the finish line in a tie for the third and last Olympic spot in the 100.

Now, everyone is waiting to see what they will choose to break the dead heat ? a runoff, coin flip or if one of them simply gives the spot to the other.

After the race, Felix and Tarmoh had really nothing to say. They separately made their way through the media before disappearing into a restricted area.

Both were escorted out by their coach, Bobby Kersee.

The only thing Felix muttered as she left was a simple "after the final" comment when a question was shouted her way. Tarmoh apologized on her walk, politely declining interview requests with a "No, I'm sorry."

Felix and Tarmoh have already said they won't announce any sort of decision until after the final on Saturday.

Judging by their performance on a slick track, they should each have a lane on that day.

Felix looked stylish in her black suit with neon green patches. She looked just as stylish blasting out of the blocks and finishing in a time of 22.82 seconds.

And then Tarmoh took the track. Like Felix, she took off and couldn't be caught, clocking 22.90 seconds.

The 100-meter controversy seemed hardly a concern.

USA Track and Field was caught off guard by the third-place tie and had no protocol in place. The organization had to make one up in a hurry, resulting in all sorts of criticism.

The 200 has long been Felix's specialty, winning Olympic silver medals in 2004 and '08. She's said that if she doesn't get a gold in the 200, it will be considered a "failure."

"Just because it's not my first games, not my second, but my third time," Felix said in a recent interview. "I've had eight years to think about being a silver medalist. This time I want to win."

After six grueling rounds ? provided, of course, they both make it to the 200 final ? the two will get to pick how to break the tie. While Felix and Tarmoh technically have until Sunday, when the trials end, to decide, there might be some wiggle room.

Kersee has been advocating for a Tuesday runoff race, should that be the option his sprinters decide to pick. That way, they have more time to recover.

Because of the unique circumstances, these two sprinters may forever be linked. Before this drama, many had heard of Felix, who is one of the faces of the sport. But few knew anything about Tarmoh.

Fans are quickly learning about the 22-year-old runner who began turning heads last season when she finished third in the 200 ? no tiebreaker necessary ? at U.S. championships to earn a spot on the team bound for South Korea.

Soon after, Tarmoh decided to leave Texas A&M and turn pro. She was a two-time runner-up in the 200 at NCAA championships.

Rupp sent the crowd home happy in the last race of the night. He outkicked one of the best, too.

"He's 1-for-13 against Lagat now," his coach, Alberto Salazar, said. "I was going to joke afterward that if Galen had lost today, we still have another five years to beat Lagat. We figure we can get him when he's around 45."

Julie Culley (women's 5,000), Evan Jager (steeplechase), Lance Brooks (discus) and Brad Walker (pole vault) also won.

There was a close finish for the third and final spot in the 5,000 as Kim Conley just edged a fading Julia Lucas. Leading late in the race, Lucas simply ran out of steam in the final 100 meters.

"I gave it away," Lucas said. "It's a cut-throat sport; it's not five games. ... I was running underwater, felt like nothing I could do."

Jenny Simpson's focus was on the track for four minutes ? 4:16.70, to be exact ? before her mind returned to a raging wildfire back home in Colorado.

The 1,500 runner was highly concerned about the fire near Colorado Springs that has forced more than 30,000 residents from their homes.

Her home is safe for now, she said. But she is wondering if she is getting the full picture from a house sitter.

"I'm suspicious everyone wants me to focus on my racing here. I'll find out the state of my home when I get home," she said.

    Foursquare Connected App platform lets other apps interact with check ins

    It turns out Foursquare's massive 5.0 revamp was just the start of the changes, as the location sharing app unveiled a new twist with the launch its Connected Apps platform. Available as a developer preview, it lets the makers of apps like Untappd, Instagram or The Weather Channel connect directly with the Foursquare app. Many apps were already connected via the API, and once users upgrade to the latest version on Android or iOS their checkins pull information from those apps into Foursquare itself. That means they get things like the weather forecast on their first check in of the day from The Weather Channel, see what songs their friends have shared at a particular location via Soundtracking or beer recommendations from Untappd. Developers can get all the info on how it works at the overview, the rest of us can see the list of enabled apps on the official blog post.

    California Employers' Actions that Could Result in Wrongful Termination

    Wrongful termination is among the most critical and common problems that Los Angeles employees may face. Although there are laws that prohibit employers from unlawfully terminating an employee, wrongful dismissal remain an issue in the Los Angeles labor sector.

    Los Angeles employers must remember that even if their employees are on ?at-will? agreement, they cannot terminate them just because they want to. Under employment laws, there are certain factors that should not result in the termination of an employee. These factors include:

    Employment discrimination ? An employee cannot be terminated as a form of discrimination. Employers are prohibited from dismissing an employee only because of his or her age (for employee aged 40 and above), disability, sex, color, race, national origin, ancestry, religious practice, and gender.

    Sexual harassment ? Employers are not allowed to terminate an employee if he or she refuses to give a sexual favor. Termination as a form of sexual harassment is against the law.

    Retaliation ? Employees who file a complaint about their employers who violate certain laws with particular government agencies are protected by whistle-blowing laws. Hence, employers cannot terminate them based on their filing of a complaint.


    Family Medical Leave Act (FMLA) ? Under FMLA, certain employees are entitled to 12 weeks of unpaid leaves for medical or family reasons. Employees entitled to FMLA should not be terminated based on their proper usage of their leave benefits.

    Additionally, Los Angeles employees who were terminated wrongfully should remember certain points to effectively file a lawsuit against their employer. The following are some of the reminders that would-be wrongful termination claimants must consider:

    Time limit in filing charges with the Equal Employment Opportunity Commission (EEOC) ? Los Angeles workers who were terminated due to employment discrimination can file a charge with the EEOC. However, would-be claimants must remember that the complaint must be filed within 180 days after the alleged wrongful dismissal.

    Wage and Hour Division ? Wrongfully-terminated employees may file a formal complaint with the Wage and Hour Division of the US Department of Labor (DOL). Claimants must file their charge no later than two years from the alleged wrongful termination incident.

    Private lawsuit ? Employees who believe that they were wronged in their termination may file a lawsuit against their employer even without the aid of a government agency. Workers planning to file a private lawsuit should be represented by an expert Los Angeles wrongful termination attorney to improve their chances of winning their case.

    Betsy Brashear, Gym Employee, Arrested For Alleged Seduction of Teenage Boy in Tanning Room


    Oklahoma woman Betsy Brashear, 24, was arrested after allegedly luring a 15-year-old boy into a gym tanning room and attempting to seduce him.

    Brashear's attempted seduction involved taking off most of her clothes and kissing him, according to News on 6. She was charged with lewd acts.

    The boy was at Colaw Fitness with his mom, who noticed Brashear flirting with him and asked gym members to be on the lookout for illicit behavior.

    Later that night, someone informed her that the pair had gone into a tanning room, and the worried mother knocked on the door of the room.

    When her son answered, she spotted Brashear, who had been attempting to hide, and pulled her out of the room ... in nothing but a sports bra.

    She let her go so as not to force her to be nude in front of gym-goers. Brashear remained in the tanning booth until police arrived to arrest her.

    She allegedly told investigators that she knew the boy was only 15, but stated there was "nothing wrong or illegal about giving someone a kiss."

    She also denied removing her clothes, contrary to the boy's mother's claim, and despite some witnesses' claims that they saw her half-naked.

    The boy told officers she had asked him to come into the tanning booth with her, then stripped from the waist down and started kissing him.

    She was released from custody on Friday on $20,000 bond, and was ordered to have no contact with any non-family member under the age of 18.

    Her trial on felony charges is scheduled for July 13.

    Study Shows Expansion Can Be Unhealthy for Arts Groups ...

    It happens in many settings, from the classroom to the country club, and, perhaps not surprisingly, among cultural organizations, according to a new study that finds that many institutions recently expanded their buildings in part because everyone else had.

    Other reasons that organizations will build too much are overambitious trustees, self-interested architects and unrealistic financial projections, according to the study by the Cultural Policy Center at the University of Chicago that is to be released Thursday.

    The study, ?Set in Stone,? examined the cultural building boom between 1994 and 2008, when museums, performing arts centers and theaters in the United States got swept up in new construction or major renovations.

    More than $ 16 billion was spent by cultural organizations on building projects during that period, some inspired by the hope that construction initiatives could do what a Frank Gehry-designed museum building did for Bilbao, Spain: transform a small city into a major cultural destination.

    ?This issue between confusing a want with a need is enormous in the sector,? said Carroll Joynes, a founder and senior fellow at the policy center. ?There are clear ways to avoid this. You can learn from what other people went through.?

    A number of the lessons, the study suggests, could be drawn from its case studies of expansions like that of the Art Institute of Chicago over the past decade.

    At first glance the project seemed daunting: a $ 300 million venture that would boost yearly operating costs by an estimated $ 4 million and would necessitate another $ 87 million in fund-raising to expand the endowment.

    But with the Italian architect Renzo Piano engaged and several key trustees and the museum?s director gung ho, the expansion gained a kind of inexorable momentum.

    Attendance did spike initially when the new wing opened in March 2009, but then it dropped back to normal levels. A precipitous decline in endowment income led to pay cuts, furloughs, a salary freeze and two rounds of layoffs.

    ?Instead of expanding its budget as expected, the Art Institute was forced to contract instead,? the study said.

    The study examines not only what arts organizations got wrong but also what they got right and offers guidance for arts executives, civic leaders, donors and government officials about how to avoid pitfalls and how to grow intelligently and responsibly ? or maybe not at all.

    ?It?s lessons from the front lines,? said Adrian Ellis, an arts consultant who helped conceptualize the study. ?The stories aren?t told that often.?

    The study was based on interviews with people in more than 500 arts organizations and drew data from more than 700 construction projects that ranged in cost from $ 4 million to $ 335 million. The New York region led the country in cultural building ($ 1.6 billion) after Los Angeles ($ 950 million) and the Chicago area ($ 870 million).

    In many cases the researchers found that organizations failed to realistically assess the demand for their projects and their capacities to complete them: Do we really need this? Can we afford to build it? Can we support a larger operation going forward?

    ?All of the work fundamentally says, ?Don?t build what you can?t sustain,??? said Duncan M. Webb, an arts management consultant, who was an adviser on the study.

    Architects can also run away with a project, the study reports. ?They say the building is for you, but the building is for them,? Mr. Joynes said. ?It?s for the pictures and for their careers. From their point of view it?s a real success if it gets built.?

    The study found that the most successful projects were driven by a clear artistic mission and demonstrable need; had authoritative and consistent leadership throughout the process; controlled expenses during construction; and generated income after completion.

    There's a new ethic in our world -- and it isn't ethical at all: "If I get away with it, it's legal, and if I get over on you, you're a chump who deserved it." This me-first-with-a vengeance-and-without-a-conscience is a key source of the financial and moral scandals that have dramatically eroded trust in business and government. And I think I finally understand its source.

    Some high school students at the Fieldston School, an elite private school in New York, were caught with pot-laced brownies on a school-sanctioned trip last month, in clear violation of a contract they all signed. About fifteen seniors admitted their participation and were suspended from the senior prom at Studio 450 on May 29. Many students were disturbed and confused by the failure of the adults to hold the offending parties more accountable -- even given the nature of the "crime" -- and believed that parents, like administrators, were too soft on the students.

    Too soft? How's this: One of the fathers of the culprits organized a luxurious anti-prom on May 29, on a yacht.

    A son of an irate parent told me that his father was more incensed by a casual conversation with a fellow parent at the school, a mega-wealthy gentleman who was instrumental in overseeing the banks gamble in the derivatives casino. The father told the member of the 1 percent that he thought the school should use the incident as an opportunity for the parents to talk with their kids about values and character. The financier dismissed his idea with a laugh. I suspect that, like members of the Horace Mann administration during the recently reported decades-long sexual abuse scandal ("Prep School Predators: The Horace Mann School's Secret History of Sexual Abuse," New York Times Magazine, June 10, 2012), he was only concerned with damage control and minimizing bad publicity.

    I felt sad for the children at the anti-prom. Their parents think they are gaming the system -- but they are actually stealing from their kids. Their job is to teach their children what it means to do the right thing, be accountable for what they commit to, and cultivate character and a conscience -- not find loopholes and learn how to evade responsibility for the consequences of their actions. Such parents are reinforcing the wrong message: their children are entitled to do as they please, think of no one but themselves, and respect nothing but their own desires -- a blueprint for pathological narcissists and psychopaths.

    The future of these morally deficient students may well include early success and vast wealth. But I don't think it's a leap to say that the lessons they're learning are a breeding ground for the destructive, myopic ethic practiced at Enron, BP, and Goldman Sachs, among many others. When the children of parents who don't do their jobs grow up and don't give a damn about anyone else and feel beholden to no one and nothing beyond their own egotistical whims, we shouldn't be shocked when they shaft their employees, cheat their customers, and expect everyone but them to pay the tab.

    Every parent has heard that a fundamental obligation of child rearing is to teach their kids to respect other people and themselves. Parents who steal from their kids the opportunity to develop an internal moral GPS are more than negligent. They're unindicted co-conspirators.

    Animal charities have condemned a pet shop in Japan which continues to sell exotic animals ? and keep them in tiny cages.

    Shoppers can easily pick up a penguin, a meerkat and an alligator at NOAH: The Inner City Zoo, in the port of Yokohama.

    The shop is also seen selling otters, megabats, sloths, fennec foxes, capuchin monkeys and a crane ? alongside several other foreign animals.

    Many are endangered species and live in cramped cages ? all in one squashed room ? on the second floor of an office building.

    Some of the animals cost thousands of pounds to buy.

    Josey Sharrad, head of campaigns and communications at IFAW, the International Fund for Animal Welfare, said: ?IFAW absolutely condemn the treatment of these animals.

    ?This shop will never be confused with the natural habitat of a penguin, meerkat, sloth, alligator or other exotic pet.

    ?Animals have needs in terms of diet, space, exercise and sociability. The idea that these are being met in cramped conditions, in an urban environment, and in close proximity to other animals is ridiculous.

    ?These conditions cause severe stress for the animals. This can weaken immune systems and lead to risk of disease.

    According to their website, NOAH has just recently taken stock of marmosets, fennecs and squirrels ? all as babies.

    Prices are often on request, and at the time of taking the pictures, a prairie dog ? a type of rodent ? was priced at ?1,500.

    Alan Knight, chief executive of International Animal Rescue, said: ?We would urge people to stay away from this pet shop and others like it.

    ?Exotic animals should live in the wild as nature intended, not in captivity as a source of entertainment and prestige, and to line the pockets of greedy pet shop owners.

    ?Breeding and selling wild animals as exotic pets is cruel and irresponsible.

    ?Wild animals of any species lead miserable lives as the pets of people who have little or no knowledge of how to care for them properly.

    ?Undoubtedly many of them are eventually abandoned when they become ill or grow too large and too strong for their owners to manage.

    ?It is particularly shocking to be breeding and selling endangered species because this puts a price on the animals? heads ? and encourages people to want them as pets.

    ?As a result, in many cases exotic animals are caught from the wild ? endangering the population as a whole.?

    NOAH, which stands for Nature Orientated Animal House, was established in 1999. Customers have to pay an entry fee of ?4 to look around the shop.

    One onlooker said: ?I was shocked to see so many endangered animals for sale. Particularly the penguins and crane ? who would want those as a pet anyway?

    ?Most animals were quiet, as if they?d come to terms with their enforced captivity. Many are in tiny cages, and the owls are tightly fixed down so they can?t fly.

    ?On occasion, a monkey would throw a noisy fit in its cage, and run around screaming, trying to escape. The animals looked sad.?

    Owner, Kenji Takahashi, 59, insists that he obeys all the rules of Japan.

    ?I may not agree with all the laws of Japan, but I must obey them,? he said. ?My premises may not be perfect and the space we have for each animal is not as big as we would sometimes like.

    ?But the same could be said for any zoo across the world. What I am trying to do is increase the love that humans have for exotic animals.

    ?If you keep tropical fish you are less likely to throw a cigarette in a river because you know how important the water quality is to the creatures that live there.

    ?I want to allow people to understand and experience these amazing creatures.?

    Usain Bolt cruises in trials debut

    But Bolt was hardly fazed. After a brief break, he crouched his 6-foot-5 frame back toward the ground and stuck his lime-green shoes back into the blocks to get ready for the restart. He jumped out safely and slowly, accelerated past the competition with about 40 meters left, then looked left and right as he approached the finish line and saw exactly what he expected ? nobody.

    A few minutes later, defending world champion Yohan Blake ran the fastest time on a calm night in Kingston ? 10 seconds flat ? to advance. These times are almost certain to pick up Friday, when the semifinals and final are scheduled.

    Nora Ephron Didn't Feel Limited By Romantic Comedies

    No matter how it happens, when or where, it is always sad to hear of the passing of a celebrated, talented and respected public figure like Academy Award-nominated screenwriter, director and playwright Nora Ephron, who died of pneumonia at age 71 on Tuesday (June 26).

    Ephron is best known for writing and/or directing some of Hollywood's most famous and successful romantic comedies like "When Harry Met Sally ... ," "Sleepless in Seattle" and "You've Got Mail." Her final film as writer and director was 2009's "Julie & Julia," and during the promotion for that film, which starred Meryl Streep and Amy Adams, Ephron revealed to MTV News that although she was happy to be known for her romantic comedies, she also dabbled in a few politically charged subjects that had yet to be made into feature films.

    "You should see my closet, it's full of political scripts," Ephron revealed, adding that while she'd love to see one of her many political scripts turned into a film, she wasn't holding out hope that Hollywood would let her take a turn from romantic comedies to political dramedies.

    "Forget it," Ephron said of wanting to direct one of her political scripts. "I mean yes, but the [movies] you get made are not necessarily all the things you write."

    When asked if she felt at all limited by being most well-known for her expertise in the rom-com genre, Ephron said she felt nothing but gratitude for how much her successful romantic comedies have done in providing her with the freedom to explore other unrelated subjects.

    "I'm not complaining about any box that I'm in, because I can write whatever I want," Ephron said with sincerity. "Fortunately, I'm not just in the movie business, so I don't feel that the only way I can express myself is by the movies I make."

    NEW YORK (AP) ? T-Mobile USA, the country's fourth-largest cellphone carrier, on Wednesday said that its CEO has resigned and its chief operating officer is filling in while the company searches for a replacement.

    T-Mobile, which is based in Bellevue, Wash., is struggling to compete against its largest rivals. Departing CEO Philipp Humm took the reins in November 2010, with a mission to reverse the slow slide of the business without help from the German parent company, Deutsche Telekom AG.

    But revenue continued to decline every quarter of Humm's tenure. In March 2011, he seemingly found a way out of T-Mobile's difficult position by striking a deal to have AT&T Inc. buy the company for $39 billion. However, the takeover was scuttled by federal regulators, who feared that it would reduce competition in the industry and raise prices for consumers.

    Humm was an executive with at Deutsche Telekom before taking the U.S. job. The company said he has left to "pursue a career outside of Deutsche Telekom" and rejoin his family in Germany.

    Now, the company needs "somebody who can convert initiatives into market-successes," said Deutsche Telekom CEO Rene Obermann, in a statement.

    COO Jim Alling is taking over Humm's duties in the interim.

    T-Mobile's long-term prospects have improved slightly this year. It's still the only nationwide U.S. cellphone carrier that doesn't sell the iPhone, which means it's losing high-paying smartphone users to rivals. But thanks to a "breakup gift" from AT&T, it now has room on the airwaves to initiate a revamp of its network that will result in it becoming compatible with the iPhone.

    On Tuesday, T-Mobile said it had agreed to buy some spectrum from Verizon Wireless and swap other spectrum holdings, further improving its ability to offer wireless data service. However, the deal is conditioned on regulatory approval of Verizon's deals with other companies.

    Humm was the managing director of Deutsche Telekom's German wireless arm from 2005 and 2008. He resigned then to take responsibility for the loss of 17 million subscriber records to theft in 2006, and the company's subsequent handling of the breach. The company said in 2008 that there was no sign the data had been misused.

    Research funded by the Dengue Vaccine Initiative (DVI) involving an economic analysis of producing a tetravalent dengue vaccine shows that the cost could be as low as $0.20 per dose with an annual production level of 60 million doses packaged in ten-dose vials. The study used data on a vaccine developed by US NIH and the facilities of the Instituto Butantan in Sao Paulo, Brazil.

    These findings, published in the July 6, 2012 edition of Vaccine, should provide confidence to ministries of health that they can aggressively plan for the inclusion of dengue vaccine in their immunization programs, as the vaccine should be available at a cost that even middle-income and developing countries can afford.

    "The cost of a vaccine is one of the most important factors affecting its adoption and uptake," says Richard Mahoney of the DVI and one of the report's authors. "Our goal with this study was to determine the baseline expenses for the vaccine's production. We believe the results should help pave the way for the rapid introduction and distribution of a dengue vaccine once licensed."

    The report notes that the cost of production is only one component determining the price of a vaccine, and does not take into account costs for prior research and development, obtaining regulatory approval, marketing and distribution, start-up expenses and other factors. The price of a dengue vaccine is likely to be much higher initially when demand may be low.

    "With dengue vaccines, we have a unique opportunity to get ahead of the disease rather than being forced to react and play catch-up," says Dr. Ciro A. de Quadros, executive vice president of the Sabin Vaccine Institute. "We know that a vaccine is coming as early as 2015, and countries should be encouraged by this new data as they lay the foundations for its adoption."

    Dengue fever is endemic in more than 100 countries and is the most prevalent mosquito-borne viral disease. It is estimated that as many as three billion people two-fifths of the world's population are at risk of dengue infection. The Dengue Vaccine Initiative (DVI) is a consortium of organizations working to lay the groundwork for dengue vaccine introduction so that once licensed, vaccines to prevent dengue will be swiftly introduced by countries most in need.
