The talk of more aggressive action sent the Dow Jones industrial average up 20 points, or 0.2 percent, to close at 11,560 Tuesday. The Standard & Poor's 500 rose 3 points, or 0.2 percent, to close 1,213. The Nasdaq rose 14, or 0.5 percent, to 2,576.

About two stocks rose for every one that fell on the New York Stock Exchange. Volume was lighter than usual at 3.9 billion share.

Stocks slide as Buffett/BofA rally fades

Bank of America Corp. jumped 9 percent on news that Warren Buffett will invest $5 billion in the troubled bank. BofA had lost half its value this year as investors grew worried about its need to raise capital and its growing liabilities related to subprime mortgages.

Other banks also rose after the billionaire investor gave his backing to Bank of America. Morgan Stanley gained 2.7 percent and Citigroup Inc. 4.8 percent. BofA and American Express Co. were the only companies in the Dow to rise.

Robert Stein, a money manager responsible for $1.2 billion at Astor Asset Management, said questions about the economy have made investors uncertain and the stock market more volatile. Gains made one day can disappear the next, or even in the same day.

"We're not seeing anything that's convincingly bearish enough to call another recession, but nothing optimistic enough to suggest that a recovery is going to regenerate," Stein said.

Friday could be another day of big swings as Federal Reserve Chairman Ben Bernanke gives a highly anticipated speech at a conference in Jackson Hole, Wyo.

Earlier Thursday, the government reported an increase in the number of first-time claims for unemployment benefits last week. The Labor Department said applications for benefits rose to 417,000, the highest in five weeks. The figure was inflated by a strike at Verizon which ended earlier this week.

The S&P 500 index fell 18.33 points, or 1.6 percent, to 1,159.27. The Nasdaq fell 48.06 points, or 1.9 percent, to 2,419.63.

The S&P 500, the benchmark for most money managers, has gained 3 percent this week but is still down 10 percent for the month. Thursday's drop broke a three-day rally in which the Dow gained 503 points.

Paul Zemsky, chief investment officer of ING Investment Management in New York, said this week's gains were a result of investors bargain-hunting after stocks fell too far over the past month. He also said some of the gains were caused by technical trading as investors bought shares in order to exit short positions, or bets that the market would continue to fall.

Zemsky expects to see more big swings as long as the fear of recession hangs over the market. "People are trying to adjust their positions to news," he said. "Once it's clear where the economy is headed, I think things will calm down."

There's plenty of speculation about whether Ben Bernanke will offer more support for the economy. It was at the same symposium last year that Bernanke first laid out an argument for the central bank's $600 billion bond-buying program.

Zemsky thinks there's little chance Bernanke will announce any new action. "There's nothing more than hope that Bernanke will drop a gift from the sky."

More than three stocks fell for every one that rose on the New York Stock Exchange. Trading volume was above average at 5 billion shares.

CAIRO (Reuters) ? Egypt and Israel sought on Sunday to defuse a diplomatic crisis over the killing of five Egyptian security personnel during an Israeli operation against cross-border raiders, but crowds of Egyptians protested angrily at the Israeli embassy in Cairo.

One demonstrator scaled several floors of the high-rise embassy building overnight to tear down the Israeli flag and replace it with an Egyptian one.

Ahmad al-Shahat quickly shot to fame on Twitter under the name "Flagman," while newspapers and one would-be Egyptian leader feted him as a hero.

"Hamdeen Sabahy, the Egyptian presidential candidate, sends a salute of pride to Ahmad al-Shahat, the public hero who burned the Zionist flag that spoiled the Egyptian air for 30 years," Sabahi said in statement.

The crisis began when five Egyptian security personnel died as Israeli forces pursued a Palestinian faction who killed eight people in southern Israel on Thursday. Israel said the group entered Israel from the Gaza Strip via Egypt's Sinai desert.

Several hundred protesters remained in front of the Israeli embassy near the Nile waterfront on Sunday, watched over by hundreds of troops and police. Some said they would stay until Israel's ambassador was ejected from Egypt.

A protest of any size near the Israeli embassy would have been quickly smothered by state security in the era of Egypt's former President Hosni Mubarak.

The Cairo-based Arab League condemned "the Israeli attack on the Egyptian forces" in a statement and said Israel bore "full responsibility for this crime."

However, there were signs that Egypt and Israel were both trying to ease the gravest crisis in their relations since longtime ruler Mubarak's overthrow in February.

Egypt said on Saturday it would recall its ambassador from Israel after the killings, but it was unclear whether the withdrawal was going ahead.

Israeli Defense Minister Ehud Barak said Israel regretted the deaths and told the army to conduct an investigation with Egypt, which responded with cautious approval.

A delegation led by an unidentified high-ranking Israeli envoy arrived in Cairo on a private plane from Tel Aviv on Sunday to a low-key reception, airport sources said.

Assistant Secretary of State Jeffrey Feltman arrived in Cairo on Sunday evening to meet with Egyptian officials, according to a source at the American embassy in Cairo.

The UN Special Coordinator for the Middle East Peace Process Robert Serry also visited Egypt on Sunday and held talks with government officials including foreign minister Mohamed Kamel Amr, Chief of Intelligence Murad Muwafi and the Arab League Secretary-General Nabil Elaraby, a UN press release said.

"The special coordinator conveyed to the government of Egypt his deep concern over the death of Egyptian security personnel," the statement said, adding that Serry was worried about "the continuing tensions, in particular the escalation of violence in Gaza and southern Israel."

The head of Egypt's ruling military council, Field Marshal Mohamed Hussein Tantawi, met with ministers in a crisis management committee on Sunday to discuss the events in Sinai, state media said.

Barak said: "We highly appreciate the responsibility the Egyptian government is showing (regarding) the peace agreement and I expressed directly the Israeli regret at the loss of life of Egyptian security people during the incident."

The spat has highlighted the dilemma faced by the generals ruling Egypt, caught between pressure to preserve the 1979 peace treaty with Israel and popular hostility to the Jewish state.

The army is trying to keep a lid on social tensions as Egypt prepares for elections later in the year as part of a promised transition to democratic civilian rule after Mubarak's removal.

Egypt's condemnation of Israel in a statement after a second cabinet crisis meeting on Saturday was unusually blunt.

"Egyptian blood is not cheap and the government will not accept that Egyptian blood gets shed for nothing," state news agency MENA quoted a cabinet statement as saying.

MORE ROCKET FIRE FROM GAZA

The Israeli military killed the leadership of the faction it said was responsible for last week's attack in an air strike in Gaza on Thursday and launched more than a dozen more raids on Friday. Medical officials say at least 15 Palestinians were killed, including five civilians, three of them children.

Arab League Secretary-General Nabil Elaraby called the Israeli air attacks on Gaza a "war crime."

"We ask the Security Council to ... quickly take all necessary procedures to stop the offensive on the Gaza Strip," the Cairo-based League said in a statement.

Israel said it was acting in self-defense and did not rule out further action to prevent the launch of rockets and missiles against Israeli cities.

Palestinian militants fired at least 50 rockets at Israel from the Gaza Strip on Saturday, killing an Israeli man and wounding at least seven other people.

Militants fired a dozen more rockets from Gaza toward Israel on Sunday. At least two landed in the Egyptian border town of Rafah, apparently in error, but did not explode and no one was hurt, an Egyptian security source said.

Sources in Hamas, the Islamist movement that controls Gaza, said Israel arrested 120 of its activists and supporters in the West Bank city of Hebron on Sunday. The Israeli military spokesman has declined comment.

A senior Hamas official in Gaza told Reuters militant factions "are ready to halt fire, but Israel has to agree."

The U.N. is due to publish the results of an investigation into Israel's seizure of a Gaza-bound ship last year in which nine Turks died, leading Turkey to demand an apology and compensation from Israel.

Israel has said it would pay into a fund for those bereaved or hurt aboard the ship, but it has refused to apologize.

"Israel should not think that the Palmer report will be published and the present stalled state of relations will continue as they are... They will get worse," Turkish Anatolian news agency quoted Foreign Minister Ahmet Davutoglu as saying.

Prosecutors say Clemens should face second trial (AP)

WASHINGTON ? Prosecutors in the Roger Clemens perjury case said Friday they had made an honest mistake in showing jurors inadmissible evidence and that shouldn't save the baseball star from facing a new trial.

The prosecutors filed arguments disputing Clemens' position that a second trial would violate his constitutional protection against double jeopardy by making him face the same charges twice.

Clemens had argued the showing of the evidence was a deliberate ploy to invoke a mistrial because the prosecutors' case was going badly. But the prosecutors say their case remains strong and Clemens wants to "gain an unwarranted windfall from this inadvertent error."

The prosecutors said it was an oversight when they showed jurors a video clip that mentioned that Clemens' teammate told his wife that Clemens admitted using performance-enhancing drugs ? evidence the judge had ruled inadmissible. The filing is the prosecutors' first public admission of wrongdoing in the case and first explanation of what went wrong.

The prosecutors wrote it was their duty to make sure that evidence was not included in their exhibits. "The government accepts responsibility for its oversight, and regrets the burdens that error has placed on this court and defendant," they wrote, but argued the mistake was due to the press of other trial matters and was not intentional.

That's an important point for the prosecutors to make to the judge, who has scheduled a Sept. 2 hearing on the retrial debate. Normally, when a defendant requests a mistrial, a second trial is not considered double jeopardy. The exception would be when the judge finds prosecutors intentionally provoked a mistrial.

But the prosecutors pointed out the sudden ending to Clemens' trial came only on the second day of evidence in what was supposed to be a four- to six-week case. It came before prosecutors called crucial witnesses such as Brian McNamee, the pitcher's longtime trainer, who said he injected Clemens with steroids and human growth hormone, or showed their key physical evidence ? needles that McNamee said he used to inject Clemens and which the prosecutors said contained Clemens' DNA and traces of the drugs. The defense planned to dispute both vigorously, arguing that McNamee is a habitual liar who fabricated the evidence to blackmail his former boss. But jurors only had hints of that dispute in opening arguments and had seen no evidence of it yet.

"It is impossible to credibly assert that the government had a motive for derailing defendant's prosecution because it believed the case was going badly when the case was barely going," the prosecutors said.

Clemens has steadfastly denied using performance-enhancing drugs during a standout 24-season career in which he broke multiple records pitching for the Boston Red Sox, Toronto Blue Jays, New York Yankees and Houston Astros. Clemens was the most prominent player accused of using drugs in a December 2007 investigative report to Major League Baseball led by former Sen. George Mitchell. Clemens went before a House committee in February 2008 to fight the allegations. He is charged with lying under oath by telling lawmakers he never used the drugs.

The quick end to his trial came when prosecutors were showing jurors a video of Clemens' testimony. In the video, Rep. Elijah Cummings, D-Md., was questioning Clemens and pointed out that his good friend and teammate Andy Pettitte says Clemens admitted using human growth hormone in a private conversation in 1999 or 2000. Clemens responded that Pettitte "misheard" or "misremembered" their conversation. But Cummings said Pettitte's wife, Laura, has given lawmakers an affidavit saying that her husband told her about the conversation with Clemens at the time it happened.

U.S. District Judge Reggie Walton had ruled the day before the trial began that Laura Pettitte's comments were inadmissible hearsay because she didn't speak to Clemens directly. When prosecutors aired the video, Walton sent jurors out of the courtroom and scolded the government attorneys for a move that a "first-year law student" would have known to avoid. Clemens attorney asked for a mistrial and Walton granted the motion, saying Clemens couldn't get a fair trial with a jury that had seen the video.

Prosecutors pointed out that Walton's ruling on Laura Pettitte's statement came long after their exhibits had been prepared and as they were busy preparing for the trial's imminent start. The prosecutors said while they should have redacted their exhibits to comply with Walton's ruling, they were preoccupied with jury selection, opening statements and other trial matters.

"Unfortunately, neither government counsel additionally focused on whether the substance of Laura Pettitte's testimony might be embedded in a question of one of defendant's congressional interlocutors," said the filing. The prosecutors said the reference to Laura Pettitte "would have been removed had government counsel adequately focused on it."

Friday's filing was signed by assistant U.S. attorneys Steven Durham and Daniel Butler, the two prosecutors who conducted the trial, along with their boss, U.S. attorney for the District of Columbia Ronald Machen Jr. and a colleague from the office's appellate division. That suggests there has been no change in the prosecution team despite the error.

The U.S. attorney's office declined to answer any questions, noting that Walton has issued a gag order preventing parties from commenting.

In San Francisco, prosecutors have not yet said whether they will attempt to retry home run king Barry Bonds. A mistrial was declared in April after a jury deadlocked on three counts charging Bonds with lying to a grand jury in 2003 when he denied using performance-enhancing drugs and said he allowed only doctors to inject him. Bonds was convicted of one count of obstruction of justice for giving the grand jury an evasive answer, and a hearing is scheduled for Thursday on Bonds' attempt to set side that conviction.

Ireland's Keane joins Beckham's MLS-leading Galaxy

CARSON, Calif. - If Robbie Keane has any questions about being a European soccer star in Hollywood, he can simply ask his new midfielder with all the tattoos.

David Beckham is pretty sure the Irish superstar will figure it out on his own while they chase an MLS title with the Los Angeles Galaxy.

With an Irish flag flying above the pitch at Home Depot Center, Keane went through his first training session Friday with his new club. He was welcomed by Beckham and Landon Donovan, who both believe Keane can fix the MLS-leading Galaxy's only serious deficiency: goal-scoring from their forwards.

"It's a very exciting opportunity for me, something that I'm going to relish," Keane said before receiving his new No. 14 jersey in front of dozens of cheering Galaxy supporters and young players. "Hopefully I can bring something different to them, and score a lot of goals."

The Galaxy are counting on it. Although they lead the league standings in the race for their second straight Supporters' Shield, they didn't hesitate to use MLS' designated-player system again to land a third star who can be paid above the league salary cap.

Los Angeles acquired Keane from Tottenham Hotspur on Monday, and his first training session capped a hectic seven-day period since learning of the Galaxy's interest. The 10th-leading goal-scorer in Premier League history is expected to debut for Los Angeles on Saturday night against the San Jose Earthquakes.

Keane played sparingly in the Premier League over the past two seasons, and he became intrigued by MLS when Beckham trained with Tottenham several months ago.

"I've played in the Premiership for a long time, and kind of did what I had to do there," Keane said. "It's time for a new challenge, and it's something you can't take lightly. For me, it was an easy decision."

The Galaxy certainly did their best to make Keane feel at home: The club raised the Irish flag above the pitch at Home Depot Center, which was festooned with green-and-orange balloons and decorations. Media and fans who attended Keane's first news conference were treated to pints of Guinness along with corned beef brisket, cabbage and boiled potatoes.

Beckham never urged Keane to try MLS because "that would have been illegal," he said with a laugh, but simply told the truth about the Galaxy and its mix of excellent fans, aggressive front-office support and ideal weather, not to mention L.A.'s celebrity perks.

"We know he's going to score goals," Beckham said. "You don't become one of the top-10 scorers in the Premiership without that ability. He works hard, and everybody loves the Irish. He brings a lot of qualities that we need."

Keane shrugs off criticism in the Irish media that MLS is a level of soccer below his abilities, saying the league is growing in competitive quality every year. The Irish national team captain also isn't worried about the extra travel for Ireland's two key qualifying matches for Euro 2012 in September.

"I've always been committed to Ireland, and that will continue," Keane said. "We have two massive, massive games next month, and I'll be there."

Los Angeles' management, from ownership to coach and general manager Bruce Arena, again didn't hesitate to make an expensive move for a high-profile star, even if that team-building strategy hasn't endeared them to the rest of the North American league.

"The last time I looked, these guys are in first place," said Tim Leiweke, the president of Galaxy owner AEG. "We don't mind having a target on our backs, and we understand everyone dislikes us. My message to them is, if you don't like it, go get your own."

Arena confirmed that Keane most likely will start for the Galaxy on Saturday night after just one training session in which the Irishman looked sharp and free of jetlag symptoms, Donovan said.

"We understand we've got a lot of pressure and expectations, but we're ready for it," said Donovan, the Galaxy's captain and MLS' second-leading goal-scorer.

With Keane and Donovan likely to return for next season in Los Angeles, Beckham realizes the club will be eager to learn whether he'll extend his groundbreaking five-year commitment, which is up after the season.

"I just have to see how my body feels at the end of the season," Beckham said. "I've always said I'm happy here. I want to be part of this franchise, and I will be, no matter where I am next year. This is exciting, to get a player like Landon and a player like Robbie on the field with you. I'll continue to enjoy that."

In the fall of 2010, AT&T stores nationwide installed a mysterious shroud housing some sort of exhibit. Even employees didn't even know what was inside, and anyone caught tampering with the makeshift wall in order to find out was terminated. What was this strange hype-building marketing ploy? A new iPad? Perhaps it was some secret Android device that nobody had heard of? The atmosphere was thick with suspense. When the curtain was finally lifted, it turned out to be... a BlackBerry Torch 9800.

This curious marketing attempt must've worked at least to some extent, since Research in Motion decided to tempt fate a second time with the Torch 9810. Known in its early days as the "Torch 2," the new version of the portrait QWERTY slider was released to much less pomp and circumstance. This time it was unveiled alongside two new BlackBerry BFFs: the Bold Touch 9900 / 9930 and the Torch 9850 / 9860. The 9810 in particular wasn't a surprise because we'd been given the opportunity to preview the device in May. Though it's nearly identical to the original, it packs a processor that nearly doubles the speed -- a behind-the-scenes upgrade culminating in a night-and-day contrast. Do bad debts get deducted from life insurance premium's? ? Finances

My parents want me to take out life insurance policies on them so I won?t be burdened by funeral expenses and such. They both have a lot of debt and I was just wondering if this debt would be paid for by the life insurance premium.

*My parents aren?t legally married although they have been together for over 20 years, so as far as I know the debts wouldn?t be passed on to each other.

Japan Cabinet OKs new nuclear safety agency (AP)

TOKYO ? Japan's Cabinet has approved a plan to expand the main nuclear regulatory agency and move it to the environment ministry from the trade ministry where it has been criticized as being too cozy with the industry it regulates.

Chief Cabinet Secretary Yukio Edano said Monday the new agency will also oversee nuclear security, radiation monitoring and crisis management.

The existing agency drew increased scrutiny after the Fukushima Dai-ichi nuclear plant suffered melting reactor cores after this year's massive tsunami. The agency was criticized partly for being part of the same agency that promotes nuclear energy.

Establishing the new agency will require parliamentary approval. It is planned for launch next April.

Obama fences, parries at start of Midwestern tour (AP)

DECORAH, Iowa ? President Barack Obama's Midwestern tour is offering a mix of offense and defense that signals both his governing approach for the remainder of his term and the evolution of a campaign message for his re-election bid.

Obama is determined to use the reach of his office to build public pressure on Republicans to move his way on economic and fiscal policies, to counterpunch against the GOP presidential field, and to argue for his presidency with independent voters and rekindle enthusiasm among Democrats.

On Tuesday, the second day of a three-day bus tour, he was to spend the day promoting rural economic policies, among the series of remedies he is pushing to fire up anemic job growth. But the measures are targeted, such as making it easier for rural businesses to get access to capital, and far more modest than the ambitious 2009 stimulus package he pushed through Congress when unemployment was rising but still below the current 9.1 percent level.

The economic message illustrates Obama's current dilemma. Republicans control the House and believe that addressing the nation's long-term debt will have a positive effect on the economy; they have no appetite for major spending initiatives aimed at spurring a recovery.

Embracing that demand for fiscal discipline, Obama has called for both spending cuts and increases in revenue, but he found few takers for that formula during the contentious debate this summer over raising the nation's debt ceiling.

With echoes of Harry Truman's 1948 campaign against a "do-nothing" Congress, Obama encouraged audiences at town hall meetings Monday in Minnesota and Iowa to rise up against congressional inaction.

"If your voices are heard, then sooner or later these guys have to start paying attention," he said. "And if they don't start paying attention then they're not going to be in office and we will have a new Congress in there that will start paying attention to what is going on all across America."

On Tuesday, the president was to preside over a White House Rural Economic Forum at Northeast Iowa Community College in Peosta. There the president was expected to discuss new initiatives and proposals to help farm regions, some of which are already under way and do not require additional government spending.

The proposals include targeting Small Business Administration loans to rural small businesses, expanding job training to Agriculture Department field offices and recruiting more doctors for small rural hospitals.

Though classified by the White House as an official presidential trip, the tour's first day had the distinct feel of a campaign excursion. The president's motorcade, at times numbering nearly 30 vehicles, rumbled over 160 miles through small towns and cornfields in southern Minnesota and northern Iowa. Its most prominent feature was the president's bus ? not the colorful transports of campaigns, but a dark, imposing vehicle recently purchased for $1.1 million by the Secret Service.

The settings of the two outdoor town halls were in picturesque locales, one with Minnesota's Cannon River as a backdrop and the other in Iowa amid hay bales against a red barn lit by a setting sun.

Obama's rhetoric had a campaign pulse as well.

He attacked the Republican presidential field, recalling a moment in last week's GOP presidential debate when all eight of the candidates said they would refuse to support a budget deal with tax increases, even if tax revenues were outweighed 10-to-1 by spending cuts.

"That's just not common sense," Obama told the crowd at a town hall-style meeting in Cannon Falls, Minn.

He criticized one GOP front-runner, Mitt Romney, though not by name, for instituting a health care system while governor of Massachusetts that is similar to the Obama-backed federal law that Republicans now oppose.

"You've got a governor who's running for president right now who instituted the exact same thing in Massachusetts," the president said. "It's like they got amnesia."

Obama also got an earful from two tea party supporters who challenged him on reports that Vice President Joe Biden had agreed with congressional Democrats who characterized the conservative movement as terrorists.

"He said we were acting like terrorists," a man said, confronting the president after the Decorah, Iowa, town hall as Obama worked a rope line of audience members. "What we stand for is limited government and a balanced budget," the man continued.

Obama countered that Biden was making the point that almost failing to raise the debt ceiling was irresponsible.

"He wasn't objecting to the balanced budget amendment, he was objecting to us almost defaulting," Obama said. As the man persisted, and Obama continued to shake hands, the president added, "It doesn't sound like you are interested in listening."

In both town halls, Obama cast himself as a compromiser, a trait White House aides say resonates with independent voters and lives up to his 2008 pledge to change the ways of Washington.

"I make no apologies for being reasonable," Obama declared.

But some Democrats maintain Obama has gone too far, caving in to Republican demands and having little to show for it.

His first questioner in Iowa, a woman who declared herself a strong supporter, wondered whether Obama had compromised on key principles by not fighting for the repeal of Bush-era tax cuts for the wealthy, or for agreeing to make some cuts to Social Security and Medicare during the debt ceiling showdown.

"So I'm just curious, moving forward, what prevents you from taking a harder negotiating stance, being that it seems that the Republicans are taking a really hard stance?" she asked.

Obama said the risk of raising taxes on all Americans forced him to compromise and extend all the Bush-era tax cuts until the end of 2012. He also said the consequences of a government default were too great to risk a failed deal on the debt ceiling.

But he promised to assemble a plan to boost the economy that he will present to Congress in September.

"And if they don't get it done, then we'll be running against a Congress that's not doing anything for the American people," he said, "and the choice will be very stark and will be very clear."

Scientists at the U.S. Department of Agriculture (USDA) are studying soil moisture levels and other field dynamics to help Pacific Northwest famers maximize the production of corn, a relatively new regional crop that helps support Idaho's growing dairy industry.

Agricultural Research Service (ARS) scientists David Tarkalson and David Bjorneberg conducted a 2-year study to see if farmers who use conventional tillage and fertilizer application methods could increase corn yields by banding fertilizer with strip tillage instead. Both scientists work at the ARS Northwest Irrigation and Soils Research Laboratory in Kimberly, Idaho. ARS is USDA's chief intramural scientific research agency.

Farmers using strip tillage make just one pass through fields to excavate a single row for plantingaround 6 to 12 inches wide and 6 to 8 inches deepwith a knife-like shank that can also inject fertilizer directly below the seed. This single pass also pushes crop residues away from the tilled row, but the residues still remain on the soil surface.

Tarkalson and Bjorneberg studied corn yields from two fields for two years. In both years, one of the study areas was located at the top of an eroded slope, and the other was located at the bottom of a slope where the soils eroded from higher elevation had accumulated.

The scientists used either strip tillage or conventional tillage to sow the corn seeds. They also fertilized the fields either with broadcast applications of nitrogen and phosphorus or by using the strip-till shank to add subsurface bands of phosphorus and nitrogen when the seeds were planted.

The scientists found that using strip tillage and placing fertilizers 6 to 8 inches directly below the seed increased corn grain yields on the higher elevationswhere severely eroded soils were largely devoid of crop nutrientsby 12 percent the first year and 26 percent the second year. This translated into yield increases between 11 and 26 bushels per acre.
