Record joblessness, low inflation show euro zone's pain

By Robin Emmott and Martin Santa

BRUSSELS (Reuters) - Unemployment has reached a new high in the euro zone and inflation remains well below the European Central Bank's target, underscoring just how severe a challenge EU leaders face to revive the bloc's sickly economy.

Joblessness in the 17-nation currency area rose to 12.2 percent in April, statistics agency Eurostat said on Friday, marking a new record since the data series began in 1995.

With the euro zone also in its longest recession since its creation in 1999, consumer price inflation was far below the ECB's target of just below 2 percent, coming in at 1.4 percent in May, slightly above April's 1.2 percent rate.

That rise may quieten concerns about deflation, but the deepening unemployment crisis is a threat to the social fabric of the euro zone, with almost two-thirds of young Greeks unable to find work exemplifying southern Europe's threat of creating a 'lost generation'.

Economists and policy makers have expressed concern that the greatest threat to the unity of the euro zone is now social breakdown from the crisis, rather than market-driven factors.

In France, Europe's second largest economy, the number of jobless rose to a record in April, while in Italy, the unemployment rate hit its highest level in at least 36 years, with 40 percent of young people out of work.

Some economists expect the ECB, which meets on June 6, to act to revive the economy and go beyond another interest rate cut to consider a U.S.-style money printing program known as quantitative easing.

"We do not expect a strong recovery in the euro zone," said Nick Matthews, a senior economist at Nomura International in London. "It puts pressure on the ECB to deliver even more conventional and non conventional measures."

In the past, the euro zone has needed economic growth of around 1.5 percent to create new jobs, according to Carsten Brzeski, an economist at ING. With the Organisation for Economic Cooperation and Development forecasting this week that the euro zone economy would contract by 0.6 percent this year, unemployment is set to worsen long before it turns around.

"We do not see a stabilization in unemployment before the middle of next year," said Frederik Ducrozet, an economist at Economist at Credit Agricole in Paris. "The picture in France is still deteriorating."

5.6 MILLION YOUNG JOBLESS

ECB President Mario Draghi, whose bold decision-making helped protect the euro zone from break-up last year with a plan to buy the bonds of governments in trouble, has so far preferred to leave the onus on euro zone governments to reform.

A majority of economists polled by Reuters do not expect the ECB to cut its deposit or main refinancing rates in the coming months, although the OECD this week called for the bank to consider quantitative easing.

The Commission, the EU's executive, told governments this week they must focus on reforms to outdated labor and pension systems to regain Europe's lost business dynamism, a move to shift focus away from debilitating budget cuts towards growth.

EU leaders meeting at the end of June in Brussels are expected to put the problem of joblessness at the forefront of their summit.

European Council President Herman Van Rompuy, who chairs the meetings, said last week youth unemployment was one of the most pressing issues for the 27-nation European Union as a whole.

Ministers from France, Italy and Germany, meeting in Paris this week, called on their counterparts to help tackle youth unemployment, with German Finance Minister Wolfgang Schaeuble describing it as a "battle for Europe's unity".

In April, 5.6 million people under 25 were unemployed in the European Union, with 3.6 million of those in the euro zone.

Even if governments take on unions and vested interests to enact reforms, they will take time to produce benefits.

The impact of the euro zone's debt and banking crises has been sapping confidence from companies and households.

Private consumption saved Germany from slipping into recession in the first three months of this year, but retail sales still fell unexpectedly in April because of the cold European winter.

Meanwhile, French consumer spending dropped again in February, falling by 0.2 percent after contracting in January. French household purchasing power contracted in 2012 for the first time since 1984.

Houston's Petrochemical Industry, Source Of Jobs And Smog
Houston's air quality improved dramatically over the past decade, but the city is still short of meeting the latest smog standards. Getting there isn't simply a matter of cracking down more on the petrochemical industry ? the city needs to deal with cars on its sprawling roads, and bad air blowing from out of town.

BEIRUT (AP) ? The Syrian president has told Lebanon's Hezbollah-owned TV station that Damascus received the first shipment of Russian air defense missiles, according to remarks released Thursday.

Bashar Assad's comment on the arrival of the long-range S-300 air defense missiles in Syria will further ratchet up tensions in the region and undermine efforts to hold U.N.-sponsored talks with Syria's warring sides.

Israel's defense chief, Moshe Yaalon, said earlier this week that Russia's plan to supply Syria with the weapons is a threat and that Israel was prepared to use force to stop the delivery.

The Al-Manar TV, owned by the Lebanese militant Hezbollah group, released Assad's comment on the Russian missiles through its breaking news service to clients on Thursday morning. An official at the station confirmed to The Associated Press that the remark was from the interview. The TV is to air the exclusive interview later Thursday.

On Monday, the European Union lifted an arms embargo on Syria, paving way for individual countries of the 27-member bloc to send weapons to rebels fighting to topple Assad's regime. The move raised fears of an arms race in the Middle East.

Israel has carried out several airstrikes in Syria in recent months that are believed to have destroyed weapons shipments bound for Hezbollah. It is not clear whether Israeli warplanes entered Syrian airspace in these attacks.

But with the Russian missiles in Syria's possession, the Israeli air force's ability to act could be limited.

Israel has lobbied Moscow over the planned sale of S-300 air-defense missiles to Syria but on Tuesday, Russia's deputy foreign minister, Sergei Ryabkov, said his government remained committed to the deal.

The S-300s have a range of up to 200 kilometers (125 miles) and the capability to track and strike multiple targets simultaneously. Syria already possesses Russian-made air defenses, and Israel is believed to have used long-distance bombs fired from Israeli or Lebanese airspace. The S-300s would expand Syria's capabilities, allowing it to counter airstrikes launched from foreign airspace as well.

Monday's decision by the EU paved the way for individual countries to send weapons to Assad's outgunned opponents. The EU's move may have little impact on the conflict since no single European country is expected to send lethal weapons to the rebels anytime soon.

Britain and France, the main military powers in the EU, had pushed for lifting the embargo. They have argued that Europe's threat of arming the rebels in the future would force Assad to negotiate in good faith.

Russia, an Assad ally, harshly criticized Europe's decision to allow the arming of Syrian rebels, saying it undercuts international efforts to bring the opposing sides in Syrian conflict together for a peace conference.

Asteroid has its own moon, NASA radar reveals

May 30, 2013 ? A sequence of radar images of asteroid 1998 QE2 was obtained on the evening of May 29, 2013, by NASA scientists using the 230-foot (70-meter) Deep Space Network antenna at Goldstone, Calif., when the asteroid was about 3.75 million miles (6 million kilometers) from Earth, which is 15.6 lunar distances.

The radar imagery revealed that 1998 QE2 is a binary asteroid. In the near-Earth population, about 16 percent of asteroids that are about 655 feet (200 meters) or larger are binary or triple systems. Radar images suggest that the main body, or primary, is approximately 1.7 miles (2.7 kilometers) in diameter and has a rotation period of less than four hours. Also revealed in the radar imagery of 1998 QE2 are several dark surface features that suggest large concavities. The preliminary estimate for the size of the asteroid's satellite, or moon, is approximately 2,000 feet (600 meters) wide. The radar collage covers a little bit more than two hours.

The radar observations were led by scientist Marina Brozovic of NASA's Jet Propulsion Laboratory, Pasadena, Calif.

The closest approach of the asteroid occurs on May 31 at 1:59 p.m. Pacific (4:59 p.m. Eastern / 20:59 UTC), when the asteroid will get no closer than about 3.6 million miles (5.8 million kilometers), or about 15 times the distance between Earth and the moon. This is the closest approach the asteroid will make to Earth for at least the next two centuries. Asteroid 1998 QE2 was discovered on Aug. 19, 1998, by the Massachusetts Institute of Technology Lincoln Near Earth Asteroid Research (LINEAR) program near Socorro, N.M.

The resolution of these initial images of 1998 QE2 is approximately 250 feet (75 meters) per pixel. Resolution is expected to increase in the coming days as more data become available. Between May 30 and June 9, radar astronomers using NASA's 230-foot-wide (70 meter) Deep Space Network antenna at Goldstone, Calif., and the Arecibo Observatory in Puerto Rico, will perform an extensive campaign of observations on asteroid 1998 QE2. The two telescopes have complementary imaging capabilities that will enable astronomers to learn as much as possible about the asteroid during its brief visit near Earth.

Radar is a powerful technique for studying an asteroid's size, shape, rotation state, surface features and surface roughness, and for improving the calculation of asteroid orbits. Radar measurements of asteroid distances and velocities often enable computation of asteroid orbits much further into the future than if radar observations weren't available.

NASA places a high priority on tracking asteroids and protecting our home planet from them. In fact, the United States has the most robust and productive survey and detection program for discovering near-Earth objects. To date, U.S. assets have discovered more than 98 percent of the known Near-Earth Objects.

In 2012, the Near-Earth Object budget was increased from $6 million to $20 million. Literally dozens of people are involved with some aspect of near-Earth object research across NASA and its centers. Moreover, there are many more people involved in researching and understanding the nature of asteroids and comets, including those objects that come close to Earth, plus those who are trying to find and track them in the first place.

In addition to the resources NASA puts into understanding asteroids, it also partners with other U.S. government agencies, university-based astronomers, and space science institutes across the country that are working to track and better understand these objects, often with grants, interagency transfers and other contracts from NASA.

NASA's Near-Earth Object Program at NASA Headquarters, Washington, manages and funds the search, study, and monitoring of asteroids and comets whose orbits periodically bring them close to Earth. JPL manages the Near-Earth Object Program Office for NASA's Science Mission Directorate in Washington. JPL is a division of the California Institute of Technology in Pasadena.

In 2016, NASA will launch a robotic probe to one of the most potentially hazardous of the known Near-Earth Objects. The OSIRIS-REx mission to asteroid (101955) Bennu will be a pathfinder for future spacecraft designed to perform reconnaissance on any newly-discovered threatening objects. Aside from monitoring potential threats, the study of asteroids and comets enables a valuable opportunity to learn more about the origins of our solar system, the source of water on Earth, and even the origin of organic molecules that lead to the development of life.

NASA recently announced development of a first-ever mission to identify, capture and relocate an asteroid for human exploration. Using game-changing technologies this mission would mark an unprecedented technological achievement that raises the bar of what humans can do in space. Capturing and redirecting an asteroid will integrate the best of NASA's science, technology and human exploration capabilities and draw on the innovation of America's brightest scientists and engineers.

UN panel calls for end to extreme poverty by 2030

UNITED NATIONS (AP) ? A high-level U.N. panel is recommending ambitious plan to tackle the world's major challenges from climate change to equality for women and good government, with a key goal of ending extreme poverty everywhere by 2030.

The 27-member panel, co-chaired by the leaders of Indonesia, Liberia and Britain, delivered the report to U.N. Secretary-General Ban Ki-moon Thursday, calling it a "bold and practical" proposal with 12 goals.

"Our vision and our responsibility are to end extreme poverty in all its forms in the context of sustainable development and to have in place the building blocks of sustained prosperity for all," the panel said.

Ban appointed the panel to recommend a new development agenda after the U.N. Millennium Development Goals to combat poverty expire in 2015.

PFT: Gronk needs back surgery? |? Out how long?

Kelvin Beachum, Kendall ReyesAP

This spring, on every NFL team, there are players being asked to learn new skills ? and quickly.

We come to the case of Kelvin Beachum.

As a rookie in 2012, Beachum started the last five games at right tackle for the Steelers.

However, a starting spot doesn?t seem to be in the mix for Beachum in 2013. The Steelers figure to go with Mike Adams and Marcus Gilbert at tackle and David DeCastro and Ramon Foster at guard. At center, the Steelers have Pro Bowler Maurkice Pouncey.

That said, Beachum can still earn an important role on the Pittsburgh line ? that of a swing backup who can play multiple positions. He now has experience at tackle, and the Steelers list him as a guard.

To top things off, he?s now getting some work at center, the team?s website said Thursday.

?I understand that it?s something that the team wants me to do, so I?ve got to get it right,? Beachum said Thursday about center, according to the club. ?My livelihood depends on it, so I?m working hard to get it and working hard on it every day. There are some growing pains but I?m going to get there. It?s going to work.?

Including the postseason, Pouncey has missed time with injury in each of his first three NFL campaigns, so having a capable backup center is a must for Pittsburgh. Doug Legursky held that job a season ago, but he?s an unrestricted free agent.

Beachum said he?s worked with Pouncey on learning this new position. Now, Beachum needs to work on his snapping ? the biggest hurdle for him.

?Blocking and working in space and communicating, that?s not a problem. It?s really the basic fundamentals, snapping the ball and being consistent snapping the ball,? Beachum said.

Now is the time for teams to experiment, to see what they have. If Kelvin Beachum proves capable of going in at center in a pinch, team and player will benefit.

PSA: Dropbox is down, uploads not working (update: it's back)

PSA Dropbox is down for some

Dropbox is down -- break out the FTP client. According to readers and Twitter, the service has been out of action for just over half an hour and while you might see the green tick of syncing joy on your PC, we were still unable to upload any new files through both the internet and desktop iteration -- in fact the web interface is completely down. We're not sure if this is a server issue or perhaps a delicious new feature with teething issues, but we've reached out to Dropbox and will update when we hear back.

Update: Looks like you can return to your regularly-scheduled uploading. Still no word on what caused the incident yet.

Should we stop worrying and learn to love the 'Muslim bomb?'

Today is the 15th anniversary of the day Pakistan decided to go nuclear and the world, supposedly, changed forever.

Pakistan's decision to test a nuclear device was driven by age-old enemy India's nuclear tests a few weeks earlier (though India first tested a small nuclear device in 1974, it hadn't crossed that line again; Pakistan had vowed to go nuclear if India did).

India and Pakistan's dueling tests fueled frightened headlines and editorials around the world, economic sanctions that did more harm to Pakistan's economy than to India's (though the situation changed after Sept. 11, 2001), and intense polarization about what was to be "done" about South Asia. It also spurred talk of Pakistan's "Muslim bomb" as if the weapon would somehow be used to in the interests and at the demands of all Muslims, rather than in the interests of Pakistan.

RECOMMENDED: How much do you know about Pakistan? Take this quiz.

(The history of that phrase would be interesting to pursue; its first appearance in this paper appears to be 1981 and I also found a quote in an August 1981 New Yorker article in which an unnamed Pakistani general paraphrases former Pakistani Prime Minister Zulfikar Ali Bhutto, the father of the nuclear program, as saying "There is a Christian bomb in the US, a Jewish bomb in Israel, a Hindu bomb in India, why not a Muslim bomb in Pakistan?")

And yet, 15 years later ... nothing particularly awful has happened because of Pakistan having joined the nuclear club. In fact, the past 15 years has been the quietest such stretch when it comes to nuclear testing since the US was first to test a nuclear weapon on July 16, 1945, following that up just a few weeks later with the only aggressive use of nuclear weapons in history - the US bombings of Hiroshima and Nagasaki. Though North Korea exploded its first bomb in 2006, its three separate nuclear tests have been the only nuclear detonations in the past 15 years.

And yet, this paper wrote the day after the Pakistan test in a dispatch from Washington that:

Peace in South Asia, home to the poorest one-sixth of humanity, and the future of global disarmament have been plunged into uncertainty by Pakistan's detonation of five nuclear devices in response to five by rival India. In setting off the devices yesterday in an underground shaft at a site in the remote Chagai region, Pakistan ignored threats of economic sanctions and pleas for restraint by President Clinton.

... Prime Minister Nawaz Sharif bowed to intense domestic pressure stoked by national pride and demands he ensure Pakistan's security... These tests by India and Pakistan have transformed the global balance of power within 17 days.

Transformed the global balance of power? Maybe. They've certainly made India and Pakistan less likely to be invaded. And while they've made their mutual hostility more dangerous, they've also restrained their hands from all out war. The two countries had three major wars before Pakistan went nuclear and, depending on how you view the Kargil conflict in 1991 which claimed about 1,000 lives, one or none since (restraint from both sides may have had something to do with fears of nuclear escalation).

RECOMMENDED: How much do you know about Pakistan? Take this quiz.

After Pakistan's second nuclear test that weekend, the Monitor quoted the soon-to-be notorious AQ Khan.

"Pakistan's top nuclear scientist, Abdul Qadeer Khan, said yesterday that a nuclear warhead could be deployed on missiles "within days" if "we are forced to do something," but he also believes that nuclear capability can help guarantee peace.

Other officials say Pakistan's next move could be diplomatic. "If there is a conciliatory signal from India or the US offering itself as a conciliator, that may move the process ahead," said an official who requested anonymity. "Pakistan could also probe ideas for peace. But the exact strategy is still being devised."

So far, India and Pakistan have avoided another all-out war. And both countries have been more restrained in flexing their nuclear muscles through testing than almost all the other countries that joined the nuclear club before them.

Does this mean the tongue-in-cheek headline at the top of this story should be taken literally? No. Nuclear weapons are scary, and the more people that have them the scarier they get. But the track record of countries who get the bomb behaving responsibly with them has held.

To get the rhythm of nuclear explosions and how governments have responded with tit-for-tat nuclear tests ? the ultimate in macho posturing ? and how much things have improved, have a look at this fantastic illustration of the timing and location of all nuclear explosions in history up until 1998 (there have been three more tests since 1998, all by North Korea).

Gay Donors Cutting Off Democrats Over Immigration Plan

WASHINGTON, May 29 (Reuters) - Some disappointed activists say they are yanking their support for the Democratic Party after Senate Democrats opposed a proposal in an immigration bill that would have allowed citizens to bring their foreign-born, same-sex spouses to the United States.
Jonathan Lewis, a Miami philanthropist who donated more than $35,000 in 2012, has stopped giving and is urging others to do the same until President Barack Obama and his fellow Democrats stop breaking promises to the lesbian, gay, bisexual and transgender community.
"Now is the time to stop investing in Democratic cowardice and stand proud by withholding donations until we see our friends' actions and deeds align with their rhetoric," Lewis said in an email to Reuters.
"Pretty words about fairness and equality under the law from the president and Democrats in Congress do not absolve them from their moral duty to act," he said.
Obama won points with activists when he endorsed same-sex marriage while running for re-election last year and then referred to it in his inauguration speech in January. Now almost every Democrat in the Senate and a few Republicans have come out supporting same-sex marriage.
But Democrats on the Senate Judiciary Committee helped keep a proposal out of a sweeping immigration overhaul that would have allowed citizens to petition for their same-sex spouses to immigrate to the United States - the same way that heterosexuals can be reunited with their spouses.

    WAVERING SUPPORT
This comes as Obama has so far declined to sign an executive order barring federal contractors from discriminating on the basis of sexual orientation.
Shortly before voting to pass the bill out of committee on May 21, several committee Democrats said they could not support the amendment offered by Judiciary Committee Chairman Patrick Leahy. They said they feared it would kill the entire immigration legislation and not get any Republican support.
"The issue of marriage is a fundamental right," said Juan Ahonen-Jover, a Florida-based entrepreneur and philanthropist who spends his time promoting equal rights for the LGBT community. "Even prisoners on death row have the right to marry."
Ahonen-Jover said he and his husband contributed $10,000 to Obama after the president announced his support for same-sex marriage in May 2012. He estimates that they have contributed tens of thousands of dollars to the Democratic Party in the past.
Now, he said, they are not planning on giving until "the Democratic Party starts acting like Democrats and show some spine." Ahonen-Jover and his partner have created a website, www.equalitygiving.org, that serves as a forum for other LGBT donors who want to make a difference politically.
Rachel Tiven, the executive director of the gay rights group Immigration Equality, said numerous donors she has spoken to are "very, very angry" and want Democrats to pay a price financially.
"They don't expect that the support for gay rights is theoretical," she said.
A spokesman for another gay rights group, Human Rights Campaign, stressed that Republicans also were to blame but said, "The betrayal the community feels is especially palpable toward the Democratic senators because they've been our traditional allies."
The Senate immigration bill, which proposes sweeping changes to the current system and would give millions of undocumented immigrants a path to citizenship, is headed to the Senate floor in June where it is expected to undergo hundreds of amendments.
Although the Supreme Court could soon strike down a federal law defining marriage as between a man and a woman, activists are not counting on a ruling in their favor. Currently there are 12 states that allow same-sex couples to marry.

    DISSATISFIED WITH SCHUMER
A number of LGBT activists say the immigration shift marks the third time that immigration bill sponsor New York Senator Charles Schumer, who opposed the Leahy amendment in committee, has let them down.
They said Schumer told them he was hoping to include the same-sex provisions also known as the Uniting American Families Act, or UAFA, in the immigration legislation he was crafting with seven other Democratic and Republican senators.
When the bill was introduced in April, Schumer called leaders in the LGBT community to say the equal marriage measure was not included, but told them not to worry because Democrats would vote in favor of the provision in the Senate Judiciary Committee.
But on May 21, Schumer and other Democrats on the committee said they could not support the provision if it meant killing the entire immigration bill.
"Senator Schumer is and has always been a strong supporter of UAFA," said Brian Fallon, a spokesman for Schumer. "However, Republicans said they would walk away from the whole bill over this issue, which would have resulted in no immigration reform, as well as no UAFA."
A Schumer aide said the senator would spend the next couple of weeks focused on getting the seven or eight Republicans needed to pass the same-sex provision in hopes that bipartisan support would help ensure passage of the entire bill.
"I was in total shock as the whole thing was happening," said Ness Madeiros, whose visa expires in July and who could have to return to her home country Bermuda despite living with her wife and child in Minnesota.
Madeiros, who married an American, Ginger Madeiros, in Massachusetts, said she was bitterly disappointed by the Democrats.
"I thought they were in our corner," she said. (Reporting by Rachelle Younglai; Editing by Fred Barbash and Bill Trott)

The fabled ivory carvings from the ancient Phoenician city of Arslan Tash literally meaning "Stone Lion" may appear a dull monochrome in museums today, but they glittered with brilliant blue, red, gold and other colors 2,800 years ago, a new study has confirmed after decades of speculation. It appears in the ACS journal Analytical Chemistry.

Ina Reiche and colleagues explain that these carvings are rare, housed in museums like the Louvre, and art experts regard them as the most beautiful ivory carvings of the era. Experts long believed that the lion heads, amulets and other objects were brightly colored, rather than the bland beiges and whites that remain today. But until recently, there was no adequate way to test the ivories for traces of pigment without damaging these priceless objects.

The scientists describe how a non-destructive testing technology brought to life traces of red, blue and other pigments and gold gilding allowing re-creation of the long-vanished colors that decorated the original ivories. In addition to contributing to a new understanding of the Phoenician carvings, the technology could be used to glimpse the original paintings on other objects, the authors note. Those include the Elgin Marbles, the classical Greek marble sculptures that originally were part of the Parthenon and other buildings on the Acropolis in Athens.

NVIDIA Shield drops by the FCC, gets ready to fill preorders

Eager to get your mitts on NVIDIA's first Tegra 4 device? Cast your jealous eyes upon the federal government -- they've already got one. NVIDIA's Shield gaming handheld dropped by the FCC to get its label approved, betraying its original code name, Project Thor, in the processes. Hardly a surprise to see the device passing federal muster, of course, as it's slated for release at the end of next month. Unfortunately, the filings don't reveal any hidden goodies (that is, no cellular radio), just a standard WiFi antenna. Still, if label location drawings and test reports are your thing, check out the FCC link below.

Disputes over arms for Syria cloud U.S.-Russian peace drive

MOSCOW (Reuters) - Disputes between Russia and the West over arming warring sides in Syria on Tuesday dimmed prospects for peace talks that were also clouded by disarray among President Bashar al-Assad's political foes. As Western nations debate what action, if any, they should take on Syria, Assad's main allies - Russia, Iran and Lebanon's Shi'ite Hezbollah group - have been closing ranks behind him.

Muslims and Buddhists clash in northern Myanmar

YANGON (Reuters) - Muslims and Buddhists clashed in Myanmar's northern city of Lashio on Tuesday, witnesses said, as a wave of sectarian violence reached a mountainous region near China's border. Phone lines were down in the city of about 131,000 people and the extent of the violence was unclear. Witnesses reported several large fires and said a mosque and Buddhist monastery appear to have been torched.

France calls for action against Islamists in southern Libya

NIAMEY (Reuters) - France urged African nations on Tuesday to make a concerted effort to tackle a growing Islamist threat in the deserts of southern Libya. French Foreign Minister Laurent Fabius, speaking on a visit to Niger where suicide bombers attacked a French-run uranium mine last week, said there were signs that Libya's lawless south was becoming a safe haven for Islamist groups in the Sahara.

Italy's voters give boost to fragile coalition, shun Grillo

ROME (Reuters) - Italian voters gave Prime Minister Enrico Letta's fragile coalition government a badly needed boost in local elections, shunning Beppe Grillo's anti-establishment 5-Star Movement three months after its spectacular success in a parliamentary vote. Letta's battered and divided Democratic Party (PD) won control of five of the 16 biggest cities that voted on Sunday and Monday, and is in the lead before run-offs in two weeks' time for the rest, Interior Ministry results showed.

Analysis: France and Britain roll the dice on Syria

BRUSSELS (Reuters) - Britain and France claimed victory on Tuesday with an EU decision to let them supply arms to Syrian rebels but it brings many risks and was cast by other diplomats and regional experts as a "miscalculation". Shortly after midnight, after more than 12 hours of negotiation, the EU's 27 member states failed to agree on how to renew their Syrian arms embargo. That means the restrictions expire as of June 1, allowing EU states to export arms if they want, although only Britain and France are inclined to do so.

Lower Shabelle region governor Abdikadir Mohamed Nur said that al Shabaab militants had shot at the aircraft over the town of Bulamareer for several hours before it crashed.

Kenyan MPs vote to hike pay, defy president on reforms

NAIROBI (Reuters) - Kenyan members of parliament, already among the world's best-paid legislators, voted on Tuesday to increase their salaries in defiance of government plans to cut them as part of public spending reforms. President Uhuru Kenyatta, who won a closely fought March 4 election on an economic growth agenda, has implored lawmakers to accept pay cuts and help rein in public sector salaries to free up cash to create jobs.

BEIRUT (Reuters) - Gunmen killed three Lebanese soldiers at an army checkpoint in the eastern Bekaa Valley on Tuesday before fleeing towards the Syrian border, Lebanese officials said. After drone kills Taliban deputy, what will new Pakistan government do?

With the first drone strike in Pakistan after its landmark elections, all eyes are on new leader Nawaz Sharif, who has spoken strongly against drones.

    By Taha Siddiqui,?Correspondent / May 29, 2013

Nawaz Sharif addresses party workers in Lahore, Pakistan, May 20. A suspected US drone strike is the first since Pakistan's general election on May 11, in which Sharif?s party won, setting him up to become the prime minister for the third time next week when the new parliament session begins.

A drone strike in Pakistan?s tribal region along the border with Afghanistan has killed the deputy commander of the Tehrik-e-Taliban Pakistan (TTP), Waliur Rehman, according to military sources operating in the region.

The suspected US drone strike is the first since Pakistan?s general election on May 11, in which Nawaz Sharif?s party won, setting him up to become the prime minister for the third time next week when the new parliament session begins.

Mr. Sharif?s party policy has been highly critical of drone attacks. Sharif has also stated on numerous occasions that Pakistan needs to review its alliance with the Western powers, especially the United States, in regard to the war on terror. However, analysts say that the timing of the drone attack and the choice of target for the drone makes it unclear Mr. Sharif will respond.

By going after Mr. Rehman, who was a significant threat to the Pakistani state, the US is trying to build an impression that it is helping the Pakistani government to fight militancy, says Rahimullah Yousafzai, editor of The News International, an English daily based in Peshawar.

?They are going to tell the Pakistani government that, ?look, we are helping you by killing your enemy, so let us continue with these strikes?,? he says.

Mr. Yousafzai adds, ?But this is also a message for the new government from the United States that we mean business ? and so we will go for these strikes whenever we have actionable intelligence about high value targets like Waliur Rehman.?

    A middle path?

Sharif has been careful not to explicitly say anything about taking any extreme measures, says Ayesha Siddiqa, a Pakistan security expert. ?So he will be flexible about the drone attacks issue once he takes office,? says Ms. Siddiqa. ?He will definitely find a middle path by pacifying the Americans and the Pakistani public because most of the statements up until now were more to do with populism than pragmatism.?

According to locals from North Waziristan, who wish to remain anonymous due to the sensitivity of the topic, Rehman was tipped to be the head of the TTP following a drone strike in 2009 that killed Baitullah Mehsud, the man behind the group?s formation. But, due to internal rifts, Rehman did not get the post. The Pakistani Taliban have previously denied such reports.

Rehman was serving as the chief of the South Waziristan faction of the TTP, where the terrorist group originates from, but fled to North Waziristan after the military launched an operation in South Waziristan in 2009.

North Waziristan, where the drone strike occurred early Wednesday, is known to be a haven for Al Qaeda and the Afghan Taliban, against which the Pakistani military has not taken any action. It is widely perceived that they operate in the area with an understanding with the military that they will only attack targets across the border in Afghanistan.

The Pakistani Taliban, a local branch of the Taliban, has unleashed a series of attacks on Pakistani military and civilians killing thousands in the past few years and the government has failed to curb their terrorist activities despite repeated military operations in the tribal area and settled parts of Pakistan where they have had a stronghold.

Sharif had stated in an address to his party workers on May 20, that he hopes to initiate a peace dialogue with the Pakistani Taliban, and according to his senior party leadership, a roadmap for the talks is on top of his agenda when Sharif formally takes charge next week, but the latest drone attack may complicate issues for him, says Yousafzai.

?The peace talks may be jeopardized because of this drone strike, because it will affect the goodwill Sharif enjoys with the Pakistani Taliban,? he says, referring to the fact that the TTP had offered conditional peace talks to the previous government in February this year. The TTP named Sharif as one of the guarantors, though talks did not materialize.
