Catalonia to tap 5 billion euro of Spanish state funds

MADRID (Reuters) - Catalonia, which generates around a fifth of Spain's economic output, will tap a state liquidity line for just over 5 billion euros ($6.26 billion), a spokesman for the north-eastern region's government said Tuesday.

The facility will cover financing costs linked to plans to cut its public deficit to 1.5 percent of gross domestic product this year, as well as maturing debt costs, the spokesman said.

The region would not accept political conditions for the aid, he added.

Of Spain's 17 regions, Valencia and Murcia have also said they would need to tap the fund.

The government said in July it was setting up a mechanism to help the regions repay their debts, using funds from the state lottery and bank loans. But the facility is still not up and running.

In all, some six regions are expected to need central government help to meet deficit targets and pay service providers.

Catalonia has called over the past year for the introduction of some form of mutualization of debt for Spain's regions to help bring down its financing costs.

Catalonia, which is heavily indebted, insists its fiscal position would be better if it were able to create its own tax agency, which it hopes to establish in the future.

Antibiotics Linked to Weight Gain in Mice

Changes in the gut microbiome from low-dose antibiotics caused mice to gain weight. Similar alterations in humans taking antibiotics, especially children, might be adding to the obesity epidemic

Bacteria living naturally within the gut provide a gateway to flab, according to a few reports this week. These bacteria may explain how antibiotics fatten farm animals and perhaps people too, and how certain genes predispose organisms to obesity.

In a study published 22 August in Nature, researchers mimicked what farmers have been doing for decades to fatten up their livestock: they fed young mice a steady low dose of antibiotics. The antibiotics altered the composition of bacteria in the guts of the mice and also changed how the bacteria broke down nutrients. The bacteria in treated mice activated more genes that turn carbohydrates into short-chain fatty acids, and they turned on genes related to lipid conversion in the liver. Presumably, these shifts in molecular pathway enable fat build-up. Just as farm animals get fat, the antibiotic-fed mice put on weight.

Martin Blaser, a microbiologist at New York University in New York, says that parents might unknowingly be promoting a similar phenomenon when they treat common ailments and ear infections in their children. To back that idea up, he points to another study he authored. The study, published on 21 August, found that a disproportionate number of 11,000 kids in the United Kingdom who were overweight by the time they were 3 years old had taken antibiotics within their first 6 months of life.

?Antibiotics are extremely important drugs,? Blaser says, ?but especially when given early in life, I believe they come at a cost that parents, doctors and patients should be aware of.?

Microbes also seem to be an accomplice in genetically induced pudginess, according to a study published today in Nature Immunology. When researchers rid mice of a gene encoding a gut molecule called lymphotoxin, segmented filamentous bacteria overwhelmed the normal microbial community. These bacteria may gobble up excess fat like tapeworms ? the mice remained thin no matter what they ate. What?s more, mice with lymphotoxin intact were able to keep their slim figures when the researchers implanted the segmented filamentous bacteria in their guts.

Although the papers provide tantalizing links, Peter Turnbaugh, a microbiologist at Harvard University in Cambridge, Massachusetts, says that there?s more work to be done before microbes enter the limelight in the fight against obesity. ?These studies suggest mechanisms by which different bacteria promote adiposity, but they don?t fully define pathways,? he says. ?What really excites me about these papers is that now we have two new mouse models to do the follow-up experiments.?

Convention protesters try to arrest Condi Rice

TAMPA, Fla. (AP) ? Police in Tampa stopped a dozen anti-war protesters from entering an event attended by former Secretary of State Condoleezza Rice after the group said it intended to arrest her for war crimes.

The protesters from Code Pink carried handcuffs Tuesday and tried to enter a performing arts center. Rice was attending an event in conjunction with the Republican National Convention. They said they wanted to make a citizen's arrest of Rice. She was George W. Bush's National Security Adviser when the Iraq War started in 2003.

Officers told protesters to leave because they were on private property. They went back to the sidewalk and several lay down under sheets made to look like they were blood-splattered.

The group says it will try to arrest other members of the George W. Bush administration.

Launch fast! ? Second Act

As an enterprise focussed technology consultant, you generally wait until you have something close to the ?perfect? product with all the bells and whistles a v1.0 ?is expected to have prior to launching the product into a production environment. Truth be told there are some big differences between an enterprise product and the soft launch of a new Internet based product or service, not the least of which includes concerns around security and performance. The truth is, given that you are launching a product into an environment that has a concrete business need for it, there could be some significant negative business impact if the product fails to behave as expected. In the Internet startup space however, other than some market validation and A/B testing that you might have done, you don?t even know if anyone cares about your product. Chances are on day 1 other than your core team and a few early supporters nobody does. Hence its critical for you to get the product out as quickly as possible, and begin getting some real world engagement and quality feedback. This step is countless times more important at this stage of the venture, than building out the new cute widget that you think your product needs.

On July 16th we launched our product and invited a handful of users to begin using the product. Boy, are we glad that we made that decision. Waiting a few more weeks, and building out a few more features might have helped a bit, but would probably have hurt us more. Lets provide some concrete insight into what I mean by this. Our product, Neulantis, currently is being built with the objective of enabling designers, developers and domain experts to incubate their ideas on the platform, and to help them find a team to kick start their vision. All version 1.0 of the product had to enable this was:

  • the ability to create a profile
  • the ability to initiate a project and add required skills
  • the ability to provide project updates
  • the ability to follow or join a project

Some of the key features that were not included in version 1.0 included:

  • the ability to communicate with other users either through a messaging system or through a discussion forum on the platform
  • the ability for updates to be broadcast to project followers and team members

Now, while some might consider this to be a broken product, particularly with the inability to initiate conversations with others on the platform or go back and forth with project initiators, we believe that the core functionality required to convey the idea to people and begin true market validation was already there. Up to this point we had no concrete way of knowing if people even cared to post their ideas on the platform, however following the release when people began posting their project ideas we knew that this could work. This was the ultimate purpose of R1.0, to test our most basic assumptions ? that people would be willing to post their project ideas, and other were willing to join or follow these projects.

On the same token, some will argue that we could theoretically have tested this assumption with surveys, basic mockups and splash pages, but the truth is at that point people are still not using the product, and from our perspective the sweet spot to truly test your most basic product assumptions lies somewhere between a splash page, and a fully functioning robust product. You need people using the product in some concrete way before your assumptions can be really validated. Further without an actual product, it very difficult for people to provide any quality feedback, and at this stage of the venture engaging your early user base, and providing them a sense of ownership is as critical as having them take the first step of registering on the platform. Since we launched our product, almost our entire development process has been guided by early user feedback, and hypothesis validation vs. master planning, and the product is better off because of this.

Eaton to Develop Predictive Battery Management Technology for ...

SOUTHFIELD, Mich.--(BUSINESS WIRE)--Diversified industrial manufacturer Eaton Corporation announced today it is strengthening its commitment to hybrid vehicle technology by developing a cost-effective power control system to reduce the size of the system battery without a loss of battery life or vehicle performance. The fuel-efficient application is intended to optimize the operation of hybrid electric vehicles, from passenger cars to commercial vehicles.
?Eaton is continuing to invest in developing the infrastructure that supports the future of the transportation industry, and this project is an example of how we are working to find safe, efficient and sustainable ways to improve hybrid vehicle performance.?
The $2.8 million project is funded jointly between Eaton and a grant from the Department of Energy's Advanced Research Projects Agency ? Energy (ARPA-E). The goal is to reduce the size of the battery by 50 percent and improve the total performance of the system and its charge rate while maintaining fuel economy and overall vehicle performance.

?This project is a continuation of Eaton's keen focus on hybrid technology development and our confidence in the value of hybrids for the future,? said Tom Stover, chief technology officer for Eaton's Vehicle Group. ?Eaton is continuing to invest in developing the infrastructure that supports the future of the transportation industry, and this project is an example of how we are working to find safe, efficient and sustainable ways to improve hybrid vehicle performance.?

The development project will be led by Eaton's Innovation Center team in Southfield, Mich., who will work with a team from the National Renewable Energy Laboratory (NREL). Eaton's engineers and scientists will leverage the company's expertise in intelligent power management systems and hybrid technology with the NREL's expertise in battery modeling and prognostics.

In addition to hybrid vehicle applications, Eaton sees opportunities to extend this technology into other areas where hybrid power management requires extended battery life, including community infrastructure, data centers, manufacturing and industrial.

?Only the best projects were chosen for this highly selective grant,? said Chris Roche, Eaton's vice president, Innovation Center, Corporate Technology. ?This type of grant is designed to fund highly transformative technologies, and Eaton and ARPA-E believe this technology is a true game changer in the area of hybrid power management.?

This is the second ARPA-E grant that Eaton has received within the past month.
