Deputy Director (Real Estate Management) ? City of Boston | APA ...

Brief job description: Under the direction of the Director of the Department of Neighborhood Development or designee, the Deputy Director oversees the management and operation of the programs and activities of the Real Estate Management division, which includes Building Management, Land Management, Environmental Compliance, and Property Disposition. The Deputy Director oversees planning, development, and implementation of the department?s management and disposition activities related to city-owned properties. The person in this position maintains successful and positive relationships with other city departments, state and federal agencies, and constituencies. The REMS Deputy Director supervises a staff of 17 including property and sales managers, environmental, program and administrative staff.

Primary responsibilities and tasks:

  • Develop and implement programs and strategies for managing and maintain tax foreclosed/surplus City-owned properties.
  • Oversee the management of commercial and residential tenants including rental payments, relocation and property management.
  • Provide oversight of all phases of environmental review process including regulation interpretation; remediation, planning and oversight; Environment Management System Design; and review of reports and recommendations.
  • Manage the disposition of property including interdepartmental transfers and the sale of land and buildings and design strategies and goals for property disposition following Chapter 30B disposition process.
  • Develop and update policies and procedures for programs and divisional operations, and oversees implementation.
  • Determine ways in which related programs can be integrated for efficiency and innovation.
  • Oversee division?s data-collection and ensures timely preparation of activity reports.
  • Manage staff.
  • Ensure compliance with city, state and federal laws and regulations.
  • Coordinate and manage multi-divisional issues.
  • Interact with other city departments, state and local governmental agencies, external stakeholders and program constituencies.
  • Develop and manage divisional budget and performance measures.
  • Participate in various cross-divisional issues as established by the Director.
  • Represent DND at various local, regional, state and national meetings.
  • Perform related duties as required by position.

Minimum entrance qualifications:

  • Five years demonstrated senior management experience in property management.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Degree in property management/sales, public policy or business administration is preferred.
  • Excellent negotiation, writing, presentation, interpersonal, organizational and supervisory skills; Experience in management of rental property desired.
  • Experience at the local level with community groups.
  • Ability to facilitate partnerships and relationships within for profit, not for profit and municipal arenas; Appropriate educational substitutions may be made.
  • Boston residency required.

Terms: Union/Salary Plan/Grade: NU-29.
Hours per week: 35.
